Nah, even with Chika she was always a cold person. She became softer when she joined the student council where the president was. And idk if you have read the manga or not so I won't spoil, BUT the cold kaguya would have been a little bit more upfront with her feelings. And thus making the confession happen easier.

No, if Chika wasn't there they still would not have confessed. In fact, they'd probably be even farther apart. Without Chika there then Kaguya would probably be even colder of a person.
