For your question, I think Wano has some of the best moments in the series, but taking into account the arc as a whole, I'd put Whole Cake above but just barely.

Wano, no contest. WCI is great and has some epic moments (Especially Carrot going from "Hello ma'am" to "Your son calls me mommy too.") But Wano is just... on a whole other level of epic.

I prefer Wano for sure. The land is gorgeous, the level of production next level. The fights are really nice, the big ones not comparable to any before. The story is way more intriguing than WCI. The longer flashback feels like a top 3 arc within a top 3 arc. I just love O. The third act (current) is the worst of the 3, I'm not that big of a fan of some unnecessary side characters that are just there to be fought against, but it's not worse than the nightmarishly dragged forrest and cracker. Didn't like germa aswell, and sanji seems really out of character in the first half if you ask me.
