The problem with it being post wano is the placements and actions of the Charlotte Family. Or atleast thats why i say the film takes place in an entirely alternate universe.

Inconsequential Spoiler for the timeline of Film Red. As you see in the episode Jimbei is in the crew for film red but it doesnt really take place after wano it seemed so its in this nebulous non canonical time period that doesnt exist.

There is like a milli second that is a spoiler. But if you dont have context then you wont understand it anyway and just think its effects. Uta is probably canon. The movie is not canon.

you can watch RED after wano so you don't need to be caught up to the manga, also the movie and it's tie in episodes are not canon but the movie does major spoil a part of wano yet unseen in the anime. finally, fun fact: the voice of UTA is split into 2 people: ADO which voice her when she sings and Kaori Nazuka who does the character regular voice when she speaks normally
