I'm convinced the only reason for the fluffy cuffs is to prevent fur from being caught in the mechanism. It's still steel under that fuzz, after all. And hey, if the fuzz is a neon orange color, it would be a very easy way to see if the cuffed individual is under arrest. Orange equals prisoner, right?
