My theory is that The Slammer is a cop hangout run by a retired police officer offering unique dining experiences for other police. Maybe fur-lined cuffs are used when taking suspects out for some fine dining.

My first reaction was disgust at the basitin cop apparently smoking a cigarette in a restaurant, which seemed especially weird to do while concurrently drinking a milkshake. However, I looked closer and realized it was a french fry (with the end dipped in ketchup), not a cigarette. Perhaps if this gets fully colored, it will be more obvious that it's a french fry.
