The two girls she hangs out with are actually her sisters. But, Unnie and Oppa have more than one application. In SK, people will call older men or older women they are close with Oppa and Unnie - so it can be a BF or Gf that's older than you, a friend, or an actual sibling. Just someone you have a close relationship with. So if she calls someone else outside of her two actual sisters Oppa and Unnie it's just like saying "big bro" or "big sis," as a term of endearment and respect.
