The "surgery" scene, where the vet was taking the shrapnel out of her back, that wasn't a limiter. It was a bullet that was lodged, cutting off a connection to her brain, which is where her powers stem from. Once he removed it, it wasn't blocking anymore. (For example, if you ever seen Heroes, they show one of the character who has healing abilities was dead. Until the branch that got lodged in her brain was removed, and then she came back to life and healed.)

Please watch "The Tyrant." It will give you background into that capsule they gave the bad guy as a gift and the one her sister could have used on the boy or his sister to bring one of them back to life.
