I think it's more like MHA does a good job managing -relative- threat. All Might vs. Nomu was a pretty big threat for season 1, but that was vs. students (and then All Might as a trump card). Then the sports festival has students of different skill levels. Then Stain was a big threat for Iida/Deku/Shoto. Then teachers vs. students. Then the vanguard squad split up to attack the camp. Some of these are resets to the threat level we see, but are compelling because of who they're up against.
