Well as I mentioned Jellal's look is based on a character from the creator's other mange Groove Adventure Rave as is Plue so they obviously have a thing for both of them lol.

To answer your question if they ever shown Mystogan's hair before: yes. The little that we've seen of him before this, you can usually catch glimpse of the hair color (i think you've even commented on how it's the same color as Siegrain in a previous reaction but I might be wrong) but it's never been as obvious as this episode since before they never really shown his eyes or even his face (and he doesn't really talk) so you only see the hair color (which is honestly enough to connect the two and be a little suspicious)
