It's implied that she used the same technique that Sasori used to control Gaara's mother Karura in this comic. Chiyo is Sasori's grandmother, so it makes sense that she'd be able to use the same technique.

Makes no sense for Chio to be the one had influenced Sakura. Chio does not have mental powers to control people like that. Only a Yamanaka can do that, thus it makes sense that Ino would be the one who took over Sakura and made her have sex with Naruto.
