Mineta should be the bad guy! He was doing all of this to add Uraraka too, for form an Harem with all of the girls from his class at the end of the comic! But at first, he would trick Uraraka saying that is another man, while that man is just a hired one by Mineta! And the fake "bad guy" hired by Mineta, taking the money out from Uraraka's parents could be: Danjuro Tobita ( https://myheroacademia.fandom.com/wiki/Danjuro_Tobita ) and accomping him, the villian Love, her name is Manami Aiba ( https://myheroacademia.fandom.com/wiki/Manami_Aiba ) like in the anime! The 2 of them they were always together! And maybe Love could have some sex scenes too! (*´ω`*)
