It can be deactivated. It is noted on the phone display under the activation button. There of course are some safety measures as to WHO can deactivate it but in general the answer is YES it can be deactivated. It is also highly advisable to be deactivated manually before the lockdown period runs out as if it times out the system understands it as that something bad has happened and as another security measure it initiates a purge of the area on lockdown before making it accessible again...
