I think part of it is Hank's skill and knowledge, but the cop (Tim) also mentioned that if he were to ask anyone else in the DEA, he'd lose the entire case to the feds (the DEA), which wouldn't help him professionally. Presumably, he's referring to the fact that he'd lose the opportunity to gain some clout for solving the case. So, what I gather from their conversation is that it's Hank's position/dilemma that he's using more than Hank's explicit expertise. Hank does know a lot more about the blue stuff than Agent Gomez (Gomie), but we can't be sure that Tim knows that because he apparently hasn't talked to the DEA yet (although maybe he's heard rumors). There's probably an element of helping an old pal, too, but he seemed earnest when he said that wasn't his primary motivation. But what do I know? That's why they call it acting ;)

I think it's interesting how Hank's unraveling triggered Marie's relapse, which got Hank to call the cop for help. Maybe the cop was already planning on reaching out to Hank, but maybe thinking of Hank made him think of another solution to his cold case. And after helping Marie, he had a favor he could call in from Hank that he didn't have before. Whether that's better or worse for Hank remains to be seen, but it's interesting how all these things are connected with threads that they've laid so long ago, so it's not totally out of the blue like with other shows. Also, Skyler is annoying, but you gotta respect the hustle. At least in terms of intellect, she's head and shoulders above of other television wives. So at least there's that /shrug
