With mini games enabled it takes me about 7-8 hours to get through 9-10 and that's with skipping some dialogue. I think 10 is a much longer episode than i have seen so far.

Nobody knows and DPC doesn't do estimates. It'll be released when it's ready. Here's hoping it'll be late 2024 but it's impossible to say. Development cycles take around 12 months unfortunately give or take.
