I agree with the general sentiment to finish out Chapter 1 strong, so that way there isn’t any lingering doubts of “Oh man, chapter 1 doesn’t feel as fleshed out as the rest of the chapters now.” Finish it out strong then focus on Chapter 2

Definitely focus on finishing Ch. 1 with as much content as possible, shifting focus before completing that will just spread out your workload more. I definitely think having a completed chapter for people to play will bring in more players and patrons, since it'd be clear evidence of how serious you are to complete the overall game.

getting out chap 2 and adding the new girls is what will bring in more people which will bring in more money also which would help the development just my 2 cents

It's very interesting how divided this is! I just want to clarify quickly that any strategy involving "moving on to Ch. 2" does not mean that Ch. 1 and/or the sandbox will be abandoned. It's just a matter of priorities. The dev team is watching this poll closely and will take its results very seriously. A 50/50 split like this might mean we decide to walk a careful line of "some of this, some of that." Thank you to everyone who has participated so far!
