I definitely could see a situation where the elves aren't in trouble. I mean it destroyed the elves embassy so they could say that it was an attack on them. Of course all it would take would be for someone capable of detecting lies asking what happened right before the explosion to realize that it was definitely their fault.

It's entirely possible the oath had a clause that it deactivates once he leaves. Since the harm happened right after they teleported, the oath wouldn't be there anymore.

It was a restriction on offensive magic, not harm. Stasis is not an offensive magic.

The oath was mentioned when the ambassador and the chronomancer were discussing, prior to Sly's visit, the restrictions the Dwarves required in order to allow such a powerful elf into the city. The details of the oath weren't discussed though, just that it was a heavy restriction on his causing harm. I guess we'll find out if the oath kicks in after the fact. He certain demonstrated malign intentions, even if no harm to the dwarves was intended. Whatever happens I'm sure the Elves are in a lot of political trouble with both the adventurers guild and the Dwarven nation.

I have to imagine the Oath takes in the intent. Seeing as he didn't know Sly would cause such damage due to the force teleport, there is no breach of the Oath to punish him.

Not sure where the oath came up, and whether it stated any specifics, but I would expect that they would work exceptions into it. If he were not allowed to cause any harm AT ALL, he would have been completely defenseless depending on the circumstances. So, I would expect such an oath to have self-defense and accident clauses.

Syl is getting kill credit, not him. Unless they both shared credit, but I doubt that since he hasn't reacted. So perhaps the oath doesn't think it's his responsibility?

Again, if that elf made an oath to the dwarves about causing harm, then I don't understand why he hasn't had any backlash from the harm he caused through his forced teleport.
