I found the problem, it wasn't a bug, it was my mistake, it triggers when you enter any building. I will fix it now.

After doing a new run, instead of going in other buildings, I was going down to the market there were additional NPCs at the Empty loot that weren't there before.

I don't know where I should write possible bugs hope it's fine to write it here, the quest where I need to patrol, when I entered different buildings, the sign to stop the patrol vanished and I can't stop the patrol now I can even enter my home I couldn't enter at the beginning and there is no other events happening after speaking to different NPCs I'm not sure if an event should happen or I just broke something.
