Didn’t Eren not laugh out of happiness? In the scene shown before the ending, he was actually gritting his teeth. People have different ways of laughing. some laugh sarcastically, some laugh out of sadness, and others because they find something funny. So why do we interpret it in the only one way?

The anime cut some details out of Azumabito's explanation of Zeke's plan to help Paradis, so I want to reiterate it. Its a three step plan: 1. Have Eren and Zeke make contact and unleash a small amount of the Colossal Wall Titans to show the World their power and deter them from attacking the island. 2. Paradis is 100 years behind the rest of the world in technology and needs to catch up. Hizuru and the volunteers will help modernize Paradis' infrastructure and military. This wont take 100 years, but they estimate it will take at least 50 years to restructure Paradis. 3. During the next 50 years Paradis needs to be able to defend itself from the World with the Rumbling until their military is strong enough to handle threats by itself. They need a royal blooded titan available at all times for the next 50 years, so Historia will inherit Zeke's beast titan and continue to pass it down to her descendants. And Eren's Founder will be continuously inherited by any non-royal. Honestly a good plan, but the big issue is that it requires the sacrifice of Historia and her children/grandchildren.

I think you might have missed a point in the previous episode where they said they "cleared the area of titans". The entire island has been cleared of titans, there are no stupid titans left.
