To answer your question why demons are still there despite having someone as strong as Tomioka or Shinobu, simply because there are too many demons and very few demon slayers that are as strong as Tomioka so it's pretty impossible to wipe out all delons especially with Having Muzan alive because he will just create more demons everyday so if we want to wipe out demons we should kill muzan despite Tomioka being this strong he can't beat Muzan alone.
