It likely means more that Takuma is at the level of an Average Chunin, which is by all means still impressive. If we go by the statement that Genma gave during the Exams and Sasuke's fight, Takuma would likely be slightly below Sasuke in the physicals department (this is just an inference tho, don't take my word as gospel lol) Then again, it very well could be that Takuma is at a Low-Chunin level (like Kon) and only managed to win their first encounter because Kon was underestimating him / unaware of their identity, surprise tends to give you a pretty good edge in a fight. Still, if Kon's Chunin level firmly, and Takuma could make him sweat, then our boy really has come quite far.

we can assume he is stronger than his men, and it was said that two of them are more powerful than the average combat oriented Chunin I believe.

From the previous fight I believe it was said that Kon is a Chuunin of slightly less than average strength, since he's spent much of his time away from combat in his occupation at root its likely his skill has somewhat decayed.

A question, and you're likely to answer this in the story already, but on a relative ladder, how powerful would you say Kon is? There's enough subtext to give the reader a scope of power, where he's clearly far above Genin level, however there's also the constant ebbing and flow of Ebi (Pun intended) threatening to "Take him out" every time they meet under negative pre-tenses, so there's the implication that he's weaker than a Jounin. However as repeated multiple times throughout the narrative, Hidden Frost Shinobi & Hidden Steam Shinobi are on average weaker than Hidden Leaf Shinobi, so we can infer that Ebi is (presumptively, I assume there are exceptions, and he very well could be one) weaker than the average Leaf Jounin. Where would that put Kon? He's above Genin, but there's this implication that Ebi could very well kill him, meaning he's not Jounin level. But there's also the possibility that Ebi's only made this conclusion, and Kon is actually far stronger than we're lead to believe. Is he far stronger than your average Chuunin? Or is he on par with a far weaker Jounin? Is he on a relative scale with your typical Chuunin? Or does he have something (Which means this would be a spoiler so ik it won't be answered) under his sleeve that puts him at a murky, yet still threatening level.
