Mastery over an element does not have a clear definition I think. Like I think everyone would agree that both Kakashi and the Raikage have a "mastery" on lightning release. However, Kakashi does not use lightning armor. Nature releases have different aspects as we learned when Takuma trained for Earth Spear. So for earth release someone could have gone for the hardening aspect but there are also aspects like the one to make earth more soft which can create like that jutsu Hiruzen used with the Mud Dragon that shot mud bullets. Someone should at least be able to use a B rank jutsu of that nature release with sufficient efficiency. Fresh jonin effectively only use 4-6 B rank jutsu in combat. So assuming Takuma's 3rd B rank jutsu was a water release one (maybe Water Dragon or Water Colliding Wave) and he got that one plus Earth Spear decently down one could say he got the two elements mastered according to the minimum requirement for jonin. Still Takuma is a good chunk away from becoming a jonin. Unless we see him stomp those Root nin (chunin assumed) like they are vermin but his spar with Campbell makes me doubt that though that was kenjutsu only.

Assuming Takuma is able to learn all those B rank jutsu decently (maybe even master them) in a short amount of time with his shadow clone hack, I wonder when people will start to become suspicious. As Fiction recently explained to me on discord again when I asked about how many B rank jutsu a fresh jonin usually has: "As many as they like, probably. 4-5, practically. Now, there's context to this. The people who are in talks about becoming a jōnin aren't going to be lacking in terms of mission points or B-rank jutsu. These people would have all sorts of backing supporting them. You have to understand, MOST jōnin are much older and have been chūnin for several years, a decade even, before they were promoted to jōnin. That's plenty of time to earn, save, purchase, plenty of B-rank jutsu. However, practically speaking, any high-level chūnin would restrict their B-rank arsenal to 4-5 ninjutsu because learning and mastering them takes time, and identifying how to use them in their combat style requires even more time. There's nothing wrong with learning 15 B-rank jutsu, but you need to be able to use them properly. Another thing, I think people who have what it takes to be jōnin probably do learn 10-15 B-rank jutsu—but most of those jutsu never make it past the learning phase because they find out it's not for them. While they are choosing the jutsu, they think it will suit them for all very logical reasons, but when they start using those jutsu, they realise it doesn't really fit for a reason they discovered while actually using it. That also makes me imagine people who lock themselves because they didn't want their "jutsu" to go to waste. They buy an expensive B-rank jutsu, and it doesn't work, and like most people, they would try to resolve it by effort or warping their combat style to accommodate that jutsu. Again, nothing wrong with it if it works—but what if in trying to incorporate the strong B-rank jutsu, they actively make themselves worse. " Then he also said that using C rank jutsu similar to a B rank jutsu to test the waters so to say on whether that jutsu fits one's combat style. "That is incredibly smart. And I think a lot of people do follow a similar logic. They have been using a C-rank jutsu for the longest time, so for their B-rank jutsu, they choose something similar that does a similar job in an elevated way. " So if Takuma keeps getting B rank jutsu and due to the shadow clone hack actually keeps being able to master most or all of them so he is able to sue them properly he will start raising lots of eyebrows I believe. After Fiction's comments I also wonder whether Momoe has even learned all the B rank jutsu she got from the clans. Perhaps she didn't have sufficient time to work on all of them till now or some of them don't fit her combat style. I kinda feel like the shadow clone hack could spiral out of control which is something I would really enjoy to be honest. With water clones Takuma can already increase his working hours by a ridiculous amount. Assuming one shadow clone which is up for 5 hours covers for his work with the additional water clones that clone summons. The original and the other 5 hour clone can do nonstop training. That is already an insane increase in available time and at the moment it looks like this hack will only improve with time. When some of the higher ups notice and find out about this I wonder how this will shape Takuma's image others have of them. We kinda already saw here that Takuma's actions can look strange to the usual shinobi (obviously since he knows the wolrd might end soon).
