So my wife and I have a theory, The man that cipher is taking care of isn’t actually his father but is the real cipher and he’s in control of “cipher”. Marie is right and that he actually is human and he’s actually being mind controlled by the man in the chamber who is actually cipher that’s why he can’t feel any pain when the knife goes in his hand and that’s why Jordan said he’s hurting all the time because he is but “cipher” isn’t, that’s why no one knows who he is or what his power is because he’s just a regular human and he’s just a vessel

I love the comparison you made between the Dean and Homelander - the way I view it, Homelander takes control by holding a gun in your face, but Cipher gains control by suggesting there's a sniper pointing at you - both fully in control but completely opposite methods
