I think your assessment is correct: lousy QC in the fab. If there are indeed “warehouses” of them in Ukraine, maybe you can build them a tester that can use with minimum skillz to sort them into the equivalent of “speed bins” (good, decent, lame, destroy) and thereby make the rest of them more valuable. Take your payment in the best tubes and resell them as FRANVIEW or FRANVFD or MOBYVISION ( if you like MIT-speak).

As a consumer of glass and metal ceramic RF tubes produced in the USSR, I can say that QC was deteriorating rapidly in the early 90’s. 😞

Did you check the voltage as it was running? Also, maybe the grid needs a higher freq?
What about trying bleeder resistors on the tubes that work. They would bleed off any residual charge when the transistor is off.
Mamma Mia Fran! Those are the coolest ever VFD's I've ever seen. The only thing cooler would be if they're blue.
