I don't think the lights are diagonally positioned, I think it's a matrix of light bulbs shot from an angle.

Looks rather like a railway "theatre" style route indicator, used on UK railways since the 1920s: https://www.railsigns.uk/sect6page2.html See figure 6.25 at the bottom of the page.

The film was partially shot in the Maison de la Radio et de la Musique which had been completed in 1963 which looked futuristic to Goddard (like the lengthy Tokyo scenes in Tarkovsky’s Solaris, which looked Fururistic to him but look old fashioned today). I wonder if the display was equipment from the Maison de la Radio. That mechanical voice box for the computer is creepy indeed.
