Imagine spending so much effort to take down Akatsuki just for them to be revived again, whole leaf village would be wiped out if nagato didn't change his mind haha. And btw the jutsu kabuto is using was used before by Orochimaru against sarutobi but that was like a shit version of it and Hashirama and Tobirama weren't revived at full strength not even anything close to it.
