Not exactly, the last group [Rangiku - Tsunade - Mirko - Yoruichi] is a special group, whoever wins two fights will qualify for the final fight against one of the competitors from the first group [Makima - Power - 21 - Meg - Uraraka - Momo - Sakura - Boa ].

Question if it goes in a normal bracket system where winner fights winner does that mean the final round is gonna be a 3 person free for all?
