Buffy has only said that she loves Riley on-screen once, and that was to Angel in the 'Angel' episode "Sanctuary," (which was probably intended as more of a jab to Angel than an actual confession of love).

Also, it really isn’t strange when Riley says ‘Buffy doesn’t love me’. He literally said there is no part of her he is not in love with. She just went silent. Nothing affectionate in return.
