Well, I think that the ideal solutions would still be to build your own platform, with blackjack and hookers. Not only that, but buy your own server and shares this platform with everyone. At this point, the only problems you may have are legal claims on to the database on the server from the country where the server is located. For example. at the start Derpibooru server was located in russia and he was constantly blockaded and server base receive complaints on them from the Russian government. To the point where Derpibooru changed the physical server and domain and just blocked Russia in reverse. So server can no longer receive complaints from them. Shit like this will never stop. Absolutely ideal solution would be not only to build your own server, but also to open your own country with its own laws on pornography. But even so, it does not stop other countries from blocking your resources on their side. Although this is already a users problem, we have VPN.

I saw that japanese website pixiv has its own version of patreon now, with no restrictions I guess. Also SubscribeStar is a thing. There is also GumRoad, a self regulated email and payment collection site. Seems kinda off the books.

Yep, that should be fine at least until 2024. It sure sucks though!

GitLab is a promising solution, but unfortunately, it does not meet our needs right at this time. We may re-evaluate it in a few years. Our current plan, for the time being, is to stay with our current tools, which are mature even if they won't be updated in the future.

I know it means starting again after you've just set up the Atlassian tools, but at least you have support until 2024. Gitlab already has project Wikis, so it can do at least three of your requirements and maybe more. You may want to look into switching to self-hosted Gitlab.
