Not quite. Montreal is still 2 hours away from Ottawa. Gatineau is across the river.

IIRC, he's up near Ottawa, I cannot remember for the life of me where he mentioned this. But as for cold? Depends, Toronto is somehow warmer than Detroit, despite being further North, and Ottawa is across the river from Montreal, QC.
