Change $1 tier to a $3 tier

- Most of your precious love and supports go to fees and processors
- A bit more fairness per vote in our community-driven movement
The changes:
- Change the $1 tier to a $3 tier
- Offer at least 2 polls that make actual impact on our development every month

Good point. It will likely be 1 per each. Contents priority is easier as there is no dependency, so I might be able to do more than one each month. Features priority is a bit more complicated; some are smaller/bigger tasks, some have dependency on other features, some are obviously more popular and could render the poll pointless etc. It will require more time when planning for versioning.

Hey, will those polls actually be about new Features Like The Last one or will it it be more Like 'what Scene would you Like to see next?', because 2 new Features per month seems a little Bit much don't you think? O:
