Hinata is a woobie no matter the timeline, this is true. Also, *not* actually going to be a romantic interest. For real. I'm not joking. Kota and Hinata aren't going to become a thing.

Yup, going to start dating her. Specially since he will have to interact with her a lot as he will be teaching her sister. I feel for her though, I had to learn most social cues manually (and even now I still miss some). And her society lacks the care ours has, plus her parents (who are the best to emulate and educate you on social cues) are dead. Mom at an even younger age so even less support on that front.
