In terms of pure swordsmanship and skill, he's on par with virtually anyone in the Elemental Nations. That isn't to say he'd *win* a fight with anyone, because there's more to actual combat than just the blade, but he's very impressively skilled, yes.

By now Kota has oito be best damn blademaster in the entire setting. Sure there might be others that are stronger fighters but as far as swords go he got to be unmatched.
