It is a very good way to integrate yourself into a faction, medical knowledge (specifically future adjacent future knowledge). Which is proven with how many Nazi/German scientists were recruited by the USA. So he should have a relatively easy time getting his papers sorted. Even more so with the stuff sealed in the coat.

Rei's decision-making paradigm is something of a reaction to Kotaro, deciding that he's going to take a lot more chances and fly by the seat of his pants instead of holing up and staying hidden. IE: Live his own life, with blackjack and hookers!
