Considering she currently in no way resembles any other category of devil, maintains an apparent awareness of and yearning for her prior life (which was itself already something deviating strongly from the norm of devil wants), and that whole character arc thing, I think she's currently masked about as much as White Chain is still in a stone body, and for much the same reason.

Either the fragment in Allison's arm was enough to prevent Cio becoming unmasked, or somebody else has summoned and masked her. A summoning would be more interesting, but we're running out of story space for a new sub-plot, so I reckon it was the fragment wot dun it.

So, not only is she an unmasked devil that is inexplicably existing in the material world, in a form that would be unusually cohesive in the void, but not when her shape does start writing around it goes through a process of twisting her into her prior appearances. That soul is really fast tracking through a journey right now.

Reflection: Yabalcoath was distinguished visually by spines; when Cio relapsed, she got spinier all over. This person has rather different spines, and they're mainly in the bits that are peeling off. Hopefully more Cio than Yab; but still conflicted.
