You keep talking about fair like its automatically a given in life, much less for pirates. Luffy's been a pirate for less than three years while Doflamingo's been a pirate for decades. I think things are going fairly 'unfairly' in Luffy's favor considering the amount of time/effort he's put into this. Fujitora cannot publicly help a pirate, or his loyalties/ rank could come into question. Fujitora said he wants to change some things in the marines that could benefit many common people, so he cannot take that risk. As for the other Straw hats, I don't think most would be useful. For any of them to jump into the fight before this point would be to disrespect Luffy and show they do not trust him to win.

Dressrosa is a really large country. However its not very clear how big it is in the Anime. As an example of how big the country is, Viola stated she can see 4000 km radius with her devil fruit, but she couldn't see the fight on the bridge Between Law and Doffy. However she is able to see everything going on in Dressrosa. So if we convert KM to miles, Dressrosa has a 2485 mile radius. The distance between Las Vegas and New York is 2525 miles. So the country is around 2/3rds the size of the US. Goes to show you why no one shows up when you want them too lol. It also makes characters look more crazy powerful. Like Luffy would literally be moving as fast as Jet to cover the distance he has been covering with Gear 4. Also Oda isn't perfect with everything, so he could have just wanted a big number for Viola to explain how she can see everything around the country, but didn't think that fans would calculate the size of the country based on what she couldn't see.

Yeah were watching via Strawhat's perspective, but the citizens are not. They just heard pirate, and pirates are bad look at Doflamingo. However I do agree with Heather that after Riku's speech they should just Trust Luffy because they Trust Riku.

What a great speech from King Riku! So emotional! Did you notice that Burgess is wearing a green sack on his shoulders with a very familiar pattern? And he wants to steal Luffy's DF?!? This opens up a whole lot of questions... like how is BB able to get other people's DF the way he did with WB! And now we get to learn that Burgess can take DFs too?! We are all so confused by this development... Regarding the town's people being wary of Luffy because he is a pirate, I believe that a certain level of mistrust is justified because even Doflamingo came to Dressrosa as a saviour, so the fact that Luffy is a pirate too, doesn't put their minds at rest because it could turn out in a similar way; save the country and become the next tyrant. We can't forget that we know Luffy but they don't and that pirates are still pirates in the eyes of normal people.
