Disappointing yes, however not against EA terms at all. As the creator explained in this post under a different comment, the hair itself IS the mod and that is what is free. The recolors, despite being displayed in the advertisement, are paywalled and allowed to be paywalled because that is classified as bonus content that is not needed for the hair to function within the game (but rather something to further enhance player experience if they choose to). Perhaps the choice to advertise with the bonus content included is what is upsetting people who don't pay, because they expect one thing but receive another. I cannot speak for that choice on behalf of the creator here. However, the choice to paywall that bonus content is fully within the creator's right. As you said, it is how they get compensated for their time and effort. I am going to try this hair out in my game now, I wonder what color(s) are actually included with the free option.

A lot of creators are still using permanent paywalls. While I understand it's disappointing for us (& yes, against EA terms), I do see it from the creators side too. They're doing all this work & mostly give it away for free because very few people pay for early release'

hello! thank you so much and im glad that you like my hairstyles!! the chunky and ombre add-ons are a plus for those who wants more swatches and customization on my hairstyles in their game, its not a base mod for you to run my hairstyles, so the hairstyle (which is the mod) is already for free, but now if you want more swatches and customization you can be a member and get that and more benefits, the palettes are just recolors, they are not actually mods, the main mod which is the hair is free for all the people.

I just found your hairs, and you do great work, but why are the Chunky & Ombre add-ons still behind a paywall? This is totally against EA policy.

Yes this creator had basically put out a statement before releasing the ombre that they would only be exclusive to their patreon. I was a little bummed when I found out, but you know it's the creators choice. Also it is against EA policy

I really hope not! I felt a little catfished after downloading her new hairs and realizing the ombres were exclusive. I thought forever-exclusive content was against EA's Mod/CC policy?
