in the manga 15 year old goku is definitely taller than goku at the start of the manga. the anime just wasnt consistent about his height (or anyones heights basically ever tbh).

As far as we know, 17 and 18 didnt die before becoming cyborgs. They were made much further in time from Tao so more advanced techniques. Also 16 is fully robotic and just has the appearance of Gero's son, he isn't a cyborg unlike Tao and 17 and 18.

Goku is 18 during the 23rd Tenkaichi Budokai. So it's implied that when he went up to the lookout to train, he was 15.... and like 2 feet tall lol

It's weird how both episode 134 and 85 are both named "Preliminary Peril". It feels like they made a mistake with those episode names.
