Zero has very complex plans that he plans well in advance. Trying to talk to Xing-Ke and change things would have been too many variables for how his plans tend to work. I'm sure that's why he didnt bother, he wanted to stick to his plan, he had faith in it. He just underestimated Xing-Ke.

Tamaki got upset about that because he was in charge of their money very early on in S1 and he kept spending war funds on partying with cute girls. C.C. was calling him out, it wasnt exactly a joke. He gets upset because she hasnt forgotten it lol
