It's not saying "Why not scale it down" It's that he said shit like "It's a spectacle" and other homophobic shit. I love Jay but that was out of line, and Mitch is absolutely right! He said nothing and happily walked Claire down the aisle at her renewal.

The only thing resembling a two part episode was the Airport and Hawaii episodes from season one. But they still weren’t as obviously two parted as the wedding.
