To mix n' match from some of the other interesting suggestions... > Transparent silk robe 'on top' with elbow-length, lacy sleeves to match the visual style of the skirt; the robe should seamlessly merge with the skirt, and *in theory* be 'covering'... though the see-through transparency of the robe prevents it from actually hiding any of the fun stuff! > Modify the bra & garterbelt underneath to merge toegther over the midsection; have the 'underclothes' be one unified garment to match the 'overclothes' as well. > Plus, as Guy suggested... perhaps one more slight bust boost, to be even more 'girly'?

How about some kind of transparent halter top? Ideally the final design should compliment the overall aesthetics of everything else is wearing. Sheer V-neck tank top that hangs off one shoulder. See through lace like pattern. Should go nicely with the sheer skirt. Maybe slide in one more bust boost to make her even more girly.
