At this time in the timeline there was already multiple planets under Imperial control. So as much as this could be an unusual occurrence. It has become very common that the empire take overall control. This is one of the more tamed version of Imperial control. (Though due to it being more towards 7year Olds and up.) The thermal scanners has been in star wars for a long time (Clone Wars stressed on this during the citadel arc where echo 'died' ) they aren't as commonly known since they are used for Imperial control on a planet. The white lothcat and lothwolves are intrinsically connected with the force. (More so than you can think) As for why Thrawn was shooting them is to create like a strobe light to slightly stunning them and preventing them to shoot him. Remember what Minister Tua said to the rebels before she died. "I've also discovered the true reason the empire has come to lothal." "Known to only a few and ordered by the emperor himself." (Season 2 episode 1 6:54 - 7:07) remember that.

Thrawn is the only Imperial that stays Imperial that a absolutely love as a character lol If you ever do read the novels for star wars thrawn has his own books that bigly explain how his character is the way it is
