Something that I think makes Demon King Piccolo one of Dragon Ball's greatest villains, despite having pretty standard motivations and personality, is that he holds a genuine acknowledgement of the dangers his enemies possess. A lot of villains play the "you're nothing to me so I'll just leave you alone" card, kinda like Frieza did when he noticed Goku leaving Planet Vegeta. King Piccolo does the smart thing and says "nah, eliminate ALL OF THEM".
