Kobolds are clever inventors and primitive engineers, I don't think they'd have any problem using levers, wheelbarrows or even group effort :) I use larger, real rocks for the weight, it keeps them in place. Foam would be too light, couldn't say for the fish tank stuff, but if its smaller it would probably be lighter....

Modelling compound has a different makeup and has more texture due to the paper used in it, so it gives a less smooth and more 'natural' finish. It also doesn't crack or shrink :) Plus the amount used is TINY, I mixed it in a plastic shot glass 😅 EDIT: forgot to mention, drying time is pretty fast, I tend to leave mine an hour or so til the surface is dry, but the smaller the piece, the faster it cures.

Second question is about proportion. The rocks seem pretty big compared to the kobolds (which you pronounce like "cobbled" and we Americans pronounce like "co-bold"). Do you think they'd be able to lift them that size to surround those metal spikes? I was thinking it might be better to make them from foam or pebbles or something. Maybe fish tank rocks?

How long does the modeling compound take to dry? It seems like it's more expensive than spackle, which is what I usually use for that sort of thing. Have you tried that instead? I think where you're at they might call it pollyfilla. I haven't used it with magnets, though, so not sure if that would work. But it's convenient since there's always some left over after patching walls around the house.
