In regard to reopening the brothels a Small Council meeting takes place including Oberyn, Lady Olenna and Tyrion confront Stannis to convince him to reverse his ruling. They cite crime rates, STDs, intel collection and tax revenues as reasons. Stannis looks like he is biting a lemon when he reluctantly agrees while Axel is grinning in the background.

Honestly, when Tyrion was consulting the sewage system map and realizing that there were less tunnels and overflow drainage than there should be...I just thought it was leading to Tyrion realizing that his predecessor had used any recent sewer expansion projects to embezzle Crown funds by not actually expanding things but still having "updated" maps made. But the revelation that Baelish used the new tunnels to hide his ill-gotten gains and WALLED OFF THE ENTRANCES was...*chef's kiss*

Thatxwas very foolish and short sighted to destroy and remove the brothels when they could be owned by the crown to earn more money. Or owned by the master of Whispers 🤦🏾‍♂️
