I'm with the "Tell about the Sith and Biochips" only because she is not mentally ready for everything yet, she is now asking and understand the right questions but she is not in control of her new powers yet. She will need to Cloak herself to use the Force again and achieve a 'Victory' over the Kaminoans to temper her Hate(like creating a clone force that is hers alone and that she has altered to be 'defective' but really they are like Omega)

I'm Team "Tell Shaak Ti Everything" because Vader needs a co-Empress with Padmé to be his co-leader for the future neo-Sith Order (while Padmé is gonna be co-leader of the Empire and the one doing a lot of the political heavy lifting), and slow-rolling her recruitment may cost him time he doesn't have.
