I don't know why messing with the shards would call the Endbringers? To my knowledge the Warrior has zero control over the Endbringers as High Priest ( A Thinker Shard) created them. So unless the half-dead Thinker sent them, I don't see why they would even be aware unless The Negotiator (Lisa's shard) ratted them out immediately. Suspending that however, the only logical options would be Simurgh who likes to hunt down powerful Thinker and Tinkers that would greatly impact the planet and Leviathan as he should have already been on his way to Brockton Bay by this point. Behemoth usually goes after major tectonic areas or places with a lot of energy so it doesn't make a lot of sense for him to show up.

Come on people, you know that if the entities caught whiff of anything outside of their network trying to mess with any of the shards they would send everything and anything to deal with what they deem a threat to the cycle. It has to be all three endbringers for this one. Hell if it was an option I would say the Sigmur would cause all S-class threats to turn their eyes to Brockton Bay just because of this.
