only the editors and sometimes the marketing team will read them, but not the graphic designers. The book is still going through the editing phase while the cover is being designed so there isn't a finished copy for them to read. But they work closely with the editors to make sure they understand what the book needs to represent it
Did they mention whether everyone involved has to read the book? Occurred to me I might just be assuming that's a given!
