Not a big deal but I think sceptile is also supposed to have faint attack, still thanks for the char sheet!

I feel like the closest thing to fox fire in game would be like substitute but offensive. Cost is losing your following turn (being locked into the move) like rollout rather than losing 25%hp like substitute. In game mechanics it would maybe work like having and extra step with two different options when you click "fight" to pick your move. You decide between your mon or the two creations (which could both use their own attack, 2 different attacks). If you pick another move from the maker mon (Ninetales) it cancels the fox fire "substitute".
