Eric & Aaron, Jarvis was in the British military. Great Britain and the United States have been allies since World War I. That's how Howard Stark could have dealings with both, and Peggy could work in the U.S. The SSR and SHIELD are not just United States agencies, they are allied agencies. That's how we have FitzSimmons.
