No, Lucifer said angels are not allowed´t to kill mortals. Why else would say anything to Malcom? It was to tell him that his brother is bluffing and can´t kill him for not following his orders. Technically they can kill immortals, or really anybody. Daddy just isn´t happy when they do so.

The doctor's name that you're struggling with is Linda, I have no idea why Erik had Debra written down. Also they didn't say angels can't kill, they said angels can't kill other immortals such as another angel.
